All 21 URLs (10 years of exam PDFs + 10 years of examination reports + the current examination specifications document) were independently verified via direct HTTP HEAD-equivalent checks (curl) against the vcaa.vic.edu.au host, confirming HTTP 200 with correct content-type (application/pdf or the Word .docx MIME type) for every entry — no fabricated or guessed URLs. I could not extract readable text from the actual exam PDFs — WebFetch returns only the VCAA site's Next.js SPA shell (not PDF content) for these document URLs, and although curl successfully downloaded the genuine PDF binaries (confirmed via `file`, e.g. 2023 Chemistry exam = 2.3MB valid PDF v1.6), no PDF-to-text/rendering tool (pdftotext, poppler/pdftoppm) is installed in this sandboxed environment and no package manager (Homebrew) is available to install one. Rather than guess or paraphrase question content I have not actually read, I returned an empty array per the task's explicit instruction.
