Origin (2 marks): Source 1 is a promotional pamphlet produced by a state government department (the WA Department of Lands) in 1920, aimed at returned servicemen being encouraged to take up blocks under the Soldier Settlement Scheme.

Message (2 marks): the image and caption present group settlement as delivering secure land ownership, family stability and a productive future to returned soldiers. By showing a family already settled with a cleared block, the source reassures the public that the government was meeting its repatriation obligations and encourages further soldiers to apply, understating the difficulties of clearing unproductive land that many settlers actually faced.
