- Development as Unit 3 AoS1 global issue — short-term causes (post-COVID debt build-up, 2025 historic 23.1% real-terms ODA collapse, US aid withdrawal), interconnectedness (global bond markets, trade/aid dependency chains), responses of the IMF/World Bank/UN/NGOs/TNCs, and a judged evaluation of their effectiveness in the aid-cut era.
- Mass movement of people (Rohingya crisis) as Unit 3 AoS2 contemporary crisis — causes (Myanmar military persecution, 2017 exodus, renewed 2024–25 outflows), competing actor perspectives (Myanmar junta, Bangladesh, ASEAN, UNHCR, Rohingya themselves), consequences (Cox's Bazar overcrowding, record 2025 maritime deaths), and effectiveness of responses amid the 2026 26%-funding-cut Joint Response Plan.
- China as the Unit 4 AoS1 Indo-Pacific state — national interests (sovereignty/Taiwan, economic growth, regional primacy), the full power spectrum (hard: PLA/coast guard actions near Taiwan; soft: Belt and Road Initiative; sharp: United Front/media capture in Solomon Islands; smart: hospital-ship and vaccine diplomacy), internal challenges (economic slowdown, demographic decline) and external challenges (US-led balancing, AUKUS, Quad), and a judged evaluation of China's effectiveness in achieving its national interests.
- Australia in the Indo-Pacific (Unit 4 AoS2, compulsory) — national interests (security, economic prosperity, regional standing), power tools (AUKUS, Pacific engagement, ODA diplomacy), and key relationships (US alliance, China dual-track stabilisation, Pacific Island partnerships), tested through an embedded original stimulus in Section B and integrated with China analysis in Section C Q16.
- VCAA command-term calibration across all 16 questions (describe/outline for low marks, explain for mechanism, discuss/analyse for upper-mid, evaluate dominating Section C) with explicit deployment of core concepts (power — hard/soft/sharp/smart; national interest; sovereignty; legitimacy; multilateralism/bilateralism; interconnectedness; stability and change) and dated post-2016 evidence throughout, weighted toward 2024–2026 developments.
