2026 VCE Business Management Exam: What to Learn From Last Year's Mistakes
2025 median exam grade: C+. VCAA does not publish an exact median mark.
Average: 40.4/75, or 53.9%. VCAA reports 80.8/150; this is converted to the exam's 75-mark scale.
14,693 students were assessed. 8% received an A+. The 2025 A+ cutoff was 118/150, equivalent to 59/75. That is last year's cutoff, not a prediction for 2026.
Figures: VCAA's 2025 grade distribution, written examination on page 3.
The question averages below come from the 2025 examiner report. Percentages are rounded. The examples are my own illustrations of how to fix the mistakes, not full model answers.
Where marks were lost in 2025
A4b: Total Quality Management
Average 1.6/4. 27% scored zero. Only 7% got full marks.
Where students went wrong. They described quality control or general quality instead of TQM. Those answers were capped at 2/4.
What they should have done. Show how TQM prevents the problems causing bad reviews.
For Ready VEG Meals, a staff quality circle could review complaints about inconsistent cooking, agree on a better preparation process and check whether complaints fall. Staff involvement and ongoing improvement would reduce recurring defects, giving customers less reason to leave negative reviews. Just saying "check the finished meals" misses the distinction.
B2: Manufacturing versus service processes
Average 1.3/3. 35% scored zero.
Where students went wrong. They compared tangible and intangible outputs. The question asked about processes.
What they should have done. Compare how production happens, using Maxi Mini Golf.
A golf-club manufacturer shapes and assembles clubs without the buyer present. At Maxi Mini Golf, staff guide customers through the course while those customers experience the service. Explain that difference in customer involvement, rather than stopping at "goods versus services".
B6: Lewin's Force Field Analysis
Average 2.5/6. 24% scored zero. Only 5% got full marks.
Where students went wrong. They treated implementation and evaluation as steps after the business change. This question asked about deciding whether to change.
What they should have done. Apply the force field principles before approving the new holes.
Norma could weight the cost of construction as a restraining force and the need to attract customers as a driving force. Compare their strength. If cost is the bigger obstacle, investigate cheaper designs to weaken it. Then reassess whether the driving forces outweigh the remaining resistance before committing.
The response being implemented is a response to the forces. It is not "build the holes, then see if profit improves".
A2a: Decision-making
Average 1.4/3. Only 9% got full marks.
Where students went wrong. They judged Sam's decision instead of explaining how Sam used the skill.
What they should have done. Show alternatives being assessed and a choice being made, consistent with a persuasive manager.
For example, Sam could compare roster options against staffing needs and costs, select reduced hours, then explain the decision to employees. Saying the new roster was unfair does not describe decision-making. Saying employees voted on it would also conflict with the management style given.
B4: Senge's Learning Organisation
Average 2/4. 25% scored zero.
Where students went wrong. They listed principles without applying them to the change. All five principles were not required.
What they should have done. Explain how the remaining staff would learn to handle the new systems.
Team learning could involve staff practising on the automated pay stations together and sharing solutions when someone gets stuck. That builds the team's ability to support customers with fewer employees. A shared vision could involve staff helping define how the new setup should improve the customer experience, giving them a reason to support it.
A5: The 10-mark global operations question
Average 5.3/10. Only 3% got full marks.
Where students went wrong. They blurred the three global considerations or ignored the opening statement. Ignoring the statement capped the answer at 8/10.
What they should have done. Distinguish each consideration and explain its effect on efficiency and effectiveness in a competitive global market.
For a furniture business, importing timber is global sourcing of inputs. Operating its own factory abroad is overseas manufacture. Hiring a separate overseas business to run customer support is global outsourcing.
Cheaper timber could reduce the cost of each desk, improving efficiency. If that helps the business meet its profit target while matching competitors' prices, explain that as effectiveness. An overseas support provider might save staff time, but poor service could undermine the objective of retaining customers. Work through the effects of each consideration instead of repeating "it improves efficiency and effectiveness".
B3: Locke and Latham's Goal Setting Theory
Average 2/4. 20% scored zero. Only 12% got full marks.
Where students went wrong. They named principles without explaining how they would motivate the remaining employees.
What they should have done. Show the goal, employee involvement and why effort would increase.
Norma could work with the remaining staff to set a challenging but achievable target for helping customers use the new machines. Involving staff gives them ownership of the target. Regular feedback shows what to improve and whether their effort is working. Tie that back to keeping staff motivated during downsizing.
